Almost looks like a play on words (a catfish, the head of a cat and the body of a fish). I've seen similar things in the Southern United States, perhaps that's where it's from. Either way, not an antique.

In my opinion it's simply a souvenir or a decorative item. I suppose it could be a door stop depending on the size, but that would be a very odd doorstop. Maybe you should put it in your yard and scare mailman

Looking at the front foot where the paint doesn't quite go all the way down to the toes, I'm thinking this might be glazed terracotta?

Yup, that's what I was thinking too, Tales. Again, common in the southern US and Mexico.
