Old61, according to this ad, to wit:

The label on the bottom of the bottom of the bottle reads: Hand cut lead crystal--Rudma--Made in Czechoslovakia. The label is worn and hard to read.

yep, I have found a couple of other crystal items marked Rudma online.
So the search continues for the elusive who-what or where is this "Rudma".

As cogar's response indicates and what little else is on the web, "Rudma" appears to be the name ofthe company in Czechoslovakia that seems to have primarily sold hand cut lead crystal.  Rudma is also a layer of the earth in Belarus with references to a greenstone but those pages are for a scientist to read.  From Wikipedia..."Greenstone belts are basically metamorphosed volcanic belts."  If you search eBay for greenstone, you will find items carved from it and I did find a greenstone ashtray from the Lynchburg, VA area on the internet...http://z.about.com/d/create/1/0/A/J/2/-/DSC01196.JPG  Some of the greenstone resembles your base and I would assume the specific makeup varies as to where in the world it was mined.

You will find Rudma referred to as a stone/granite used in Russian wares from many years ago.  It is mined from well below the earths crust.  It is part of the BellaRussian crystaline massif which is now written up in journals for an area that is being dealt with radioactive issues.
