I am most likely off base...but makes me think of the Grimm's fairy tale and the story of Rumpelstiltskin and the spinning wheel bench

Found a few versions of the harness maker's bench / stitching horse.......only one so far seems to have that extended 'arm'.


Ready made, store bought from Sear and Roebuck catalogue, 1897

Whatever it is, it certainly appears to be used to stretch or hold taught. My guess is there's something missing that would give a better clue.

runswithhorses, I've taken the liberty to post the info you gave about this piece, along with pictures, on a leather working site in their history section to see if anyone there might recognize it or be aware of it's possible use.  Will post any info I receive.
