Golden Rose Plaque

Hello, I have a Golden Rose plaque thats surrounded by black velvet. I can't find the name of this item anywhere, as the item doesn't have a name on it either, I'm not sure if it's real gold or not. I was hoping one of you would know what I'm talking about.

I can't make out the stamp on the back except for USA.  I do not think the rose is real gold as then the rose itself would be marked.  I think this is a nice decorative wall plaque but it could be something more.  I am not familiar with the style.

Appears Pewter from the pics to me,  I would guess based on the looks of the pics from the mid 1900's (40's - 60's).  On ebay would probably go between 10 to 20 dollars, unless you can find the maker.  Have you taken the back of the frame and looked under it?  Is that even possible without damage?
