I would look around at thrift shops and maybe Antique malls and find some frames.  Antique and Vintage one are much cheaper and look cooler  IMO

I agree, check thrift shops and antique stores! These are beautiful and I think they deserve nice frames but I wouldn't spend that much money on brand new frames. Ebay will also have some great old ones for cheaper than new. ;)
I don't think the Kelly website is the same artist, even though the signature looks so similar. I noticed that the Kelly on the website signs the entire name not just Kelly. And these look genuinely old from the pictures, 100+years. I also don't think someone would have paid good money to an artist to have these done recently. They would be pretty out of date. Unless someone really loved their grandparents or something.

One of those signatures actually looks like Kielly...
I see a 19th century artist named Theo Kielly but I am reading/seeing that he mostly did landscapes.

See this is why I ask you all these questions.  I really like the idea about getting the older frames from the thrift or antique stores.  I'll be heading pick some up on Monday.  Thanks everyone.

I agree! Go antique on the frame. All you really need from the framing/art store is the backing. I don't think there would be a need for UV Plexiglass with a charcoal drawing since fading is not an issue- Do you guys agree with that?

I agree tales, regular glass should be fine. Although over time I believe UV can damage paper as well. That would make it brittle and yellow. If you go cheap on the frames maybe UV glass would be a good idea.
