What is the name of this character?

I've seen a variety of salt & pepper shakers made in Japan modeled after this character in a yellow hat & rain slicker, with a pipe and a fish slung over his shoulder.  I'm thinking it has to be designed after some sort of character, but I don't know who.  It looks like a mix between Sherlock Holmes, Hugh Hefner, and the Gortons guy.  Anyone know who these "characters" were modeled after?  The closest I've come is someone calling them "Cape Cod fishermen."

Well , you can always get away with calling @ least one of these little fellers "The Old Salt" &/or "The Salty Fisherman" .

I'm from the South - but please don't mistake my Southern Manners/Accent/Charm as a weakness!

My second thought (after Sherlock Holmes) was the Gorden's Fisherman....  He had a beard tho  :-\

also has been known as 'the Wooster (like the 'sauce') fisherman' , 'the Nor-easter fisherman' , just to get a new tune playin' .... have seen a few 'like' these , with a N.E. 'Lobstah' theme .
