Reminds me of lots of pieces that came out right after the end of WWII...Many companies started making more metal items that had been making military items...and they imported lots of pottery that was combined with metals. Majority of this production seemed to occur in the North East US (If in fact you are in the US). The paint isn't characteristic of "long skilled artisans" but appears cruder....
These are still loved by many but are not worth $$$$$.
